Israel losing Democrats, 'can't claim bipartisan US support,' top pollster warns | The ... - 0 views

  • hree quarters of highly educated, high income, publicly active US Democrats — the so-called “opinion elites” — believe Israel has too much influence on US foreign policy, almost half of them consider Israel to be a racist country, and fewer than half of them believe that Israel wants peace with its neighbors. These are among the findings of a new survey carried out by US political consultant Frank Luntz
  • Detailing the survey results to The Times of Israel on Sunday, Luntz called the findings “a disaster” for Israel. He summed them up by saying that the Democratic opinion elites are converting to the Palestinians, and “Israel can no longer claim to have the bipartisan support of America.” He said he “knew there was a shift” in attitudes to Israel among US Democrats “and I have been seeing it get worse” in his ongoing polls. But the new findings surprised and shocked him, nonetheless. “I didn’t expect it to become this blatant and this deep.” A prominent US political consultant known best for his work with Republicans, Luntz is meeting with a series of high-level Israeli officials this week to discuss the survey and consult on how to grapple with the trends it exposes.
  • • Asked whether the US should support Israel or the Palestinians, a vast 90% of Republicans and a far lower 51% of Democrats said Israel. Another 8% of Republicans and 31% of Democrats were neutral. And 18% of Democrats said the Palestinians, compared to 2% of Republicans. Overall, 68% of those polled said the US should support Israel, and 10% said the US should support the Palestinians. • Asked about which side they themselves support, 88% of Republicans and 46% of Democrats said they were “pro-Israeli” while 4% of Republicans and 27% of Democrats said they were “pro-Palestinian.” • Asked if settlements are an impediment to peace, 75% of Democrats and 25% of Republicans agreed.

Another 21% of Democrats didn’t know or were neutral (as compared to 7% of Republicans). Meanwhile, only 7% of Republicans — but 32% of Democrats — said they would be less likely to support a local politician who backed Israel. • Asked whether they would be more likely to vote for a local politician who criticized Israeli occupation and mistreatment of Palestinians, 45% of Democrats said yes, compared to just 6% of Republicans. Asked whether they would be less likely to vote for a local politician who criticized Israeli occupation and mistreatment of Palestinians, a whopping 75% of Republicans said yes, compared to just 23% of Democrats.
  • “Israel has won the hearts and minds of Republicans in America, while at the same time it is losing the Democrats,” he said. On US politics, “I’m right of center,” he added. “But the Israeli government and US Jews have to focus on repairing relations with the Democrats.” Luntz put a series of largely Israel-related questions to 802 members of the opinion elites and his findings have a 3.5% margin of error. The survey, sponsored by the Jewish National Fund, was conducted last week. Among the key findings: • Asked about Israeli influence on US foreign policy, an overwhelming 76% of Democrats, as compared to 20% of Republicans, said Israel has “too much influence.” • Asked whether Israel is a racist country, 47% of Democrats agreed it is, as opposed to 13% of Republicans. Another 21% of Democrats didn’t know or were neutral (as opposed to 12% of Republicans), and only 32% of Democrats disagreed when asked if Israel is a racist country, as opposed to 76% of Republicans. (Overall 32% of those polled said Israel is a racist country.)
  • A specialist in finding and testing the language that can impact public opinion, Luntz was vehement that Israel’s “messaging” has to be different if support for Israel among US Democrats is to be revived. “Obviously, policy has something to do with it, but the messaging is critical,” he said. “And the Republicans have to realize that their rhetoric is part of the problem: It’s not security that needs to be highlighted, but [Israel’s] social justice and human rights.” Underlining Israel’s role in protecting human rights and promoting equality could be particularly resonant, he said. The “words that work best” among Republicans, he said, are those along the lines of, “Israel is our strongest ally in the Middle East, and attempts to destroy the country economically and politically could do direct harm to the United States.” By contrast, the “words that work best” among Democrats are those to the effect that, “We should be encouraging more communication and cooperation, not less. We should be encouraging more diplomacy and discussion, not less.”
  • More specifically, when it comes to the most effective messaging, Luntz found that the statement “Women in Israel have exactly the same rights as men. No other Middle Eastern country offers women fully equal rights” was particularly well received among Democrats, as was the declaration, “Everyone in Israel is free to practice their religion and worship their God. No other Middle Eastern country offers similar religious protections.” By contrast, responses were markedly less positive to statements about the need for a Jewish homeland after the Holocaust, Israeli claims to the Holy Land, and Israel’s start-up technology prowess. Widely resonant among all those polled, he found, was the statement that “Despite the ongoing conflict with Gaza, Israel still donates tens of millions in humanitarian aid to Palestinians and opens its hospitals to treat them.”
  • “They don’t care about the ‘Start-Up Nation,'” he said flatly of American opinion elites in general. “It’s tragic that so much effort has been devoted to selling an image of Israel that many aren’t interested in buying.” Still more drastically, Luntz said the word “Zionism” could play no part in messaging designed to repair relations with US Democrats. There has to be an “end to the [use of the] word Zionism,” he said. “You can’t make the case if you use that word. If you are at Berkeley or Brown and start outlining a Zionist vision, you don’t get to make a case for Israel because they’ve already switched off.” He also predicted that Israel is in for “a lot more trouble” from the BDS (Boycott, Divestment & Sanctions) campaign. Once they had been informed about the BDS campaign, 19% of respondents supported it — 31% of Democrats and 3% of Republicans. And, stressed Luntz, 60% of America’s opinion elites said they were not familiar with BDS. “Israel is already having trouble with BDS, and Americans don’t even know what it means. Can you imagine how bad it will get?”
  • He also foresaw a looming battle in the US over foreign aid to Israel. Some 33% of Democrats and 22% of Republicans, his poll found, were upset that “Israel gets billions and billions of dollars in funding from the US government that should be going to the American people.” Luntz also asked whether respondents see anti-Semitism as a problem in the US. Overall, 58% agreed with the idea that anti-Semitism is a problem in America (57% of Republicans and 64% of Democrats), compared to 28% who disagreed. “Non-Jews recognize the problem, even if some Israelis want to minimize it,” he said. Ironically, the poll also found, 50% of Democrats and 18% of Republicans (and 36% of all respondents) agreed with the proposition that “Jewish people are too hyper-sensitive and too often label legitimate criticisms of Israel as an anti-Semitic attack.”

Responding to Failure: Reorganizing U.S. Policies in the Middle East | Middle East Poli... - 0 views

  • I want to speak with you today about the Middle East. This is the region where Africa, Asia, and Europe come together. It is also the part of the world where we have been most compellingly reminded that some struggles cannot be won, but there are no struggles that cannot be lost. It is often said that human beings learn little useful from success but can learn a great deal from defeat. If so, the Middle East now offers a remarkably rich menu of foreign-policy failures for Americans to study. • Our four-decade-long diplomatic effort to bring peace to the Holy Land sputtered to an ignominious conclusion a year ago. • Our unconditional political, economic, and military backing of Israel has earned us the enmity of Israel’s enemies even as it has enabled egregiously contemptuous expressions of ingratitude and disrespect for us from Israel itself.
  • • Our attempts to contain the Iranian revolution have instead empowered it. • Our military campaigns to pacify the region have destabilized it, dismantled its states, and ignited ferocious wars of religion among its peoples. • Our efforts to democratize Arab societies have helped to produce anarchy, terrorism, dictatorship, or an indecisive juxtaposition of all three. • In Iraq, Libya, and Syria we have shown that war does not decide who’s right so much as determine who’s left. • Our campaign against terrorism with global reach has multiplied our enemies and continuously expanded their areas of operation. • Our opposition to nuclear proliferation did not prevent Israel from clandestinely developing nuclear weapons and related delivery systems and may not preclude Iran and others from following suit.
  • • At the global level, our policies in the Middle East have damaged our prestige, weakened our alliances, and gained us a reputation for militaristic fecklessness in the conduct of our foreign affairs. They have also distracted us from challenges elsewhere of equal or greater importance to our national interests. That’s quite a record.

  • One can only measure success or failure by reference to what one is trying achieve. So, in practice, what have U.S. objectives been? Are these objectives still valid? If we’ve failed to advance them, what went wrong? What must we do now to have a better chance of success? Our objectives in the Middle East have not changed much over the course of the past half century or more. We have sought to 1. Gain acceptance and security for a Jewish homeland from the other states and peoples of the region; 2. Ensure the uninterrupted availability of the region’s energy supplies to sustain global and U.S. security and prosperity; 3. Preserve our ability to transit the region so as to be able to project power around the world; 4. Prevent the rise of a regional hegemon or the deployment of weapons of mass destruction that might threaten any or all of these first three objectives; 5. Maximize profitable commerce; and 6. Promote stability while enhancing respect for human rights and progress toward constitutional democracy. Let’s briefly review what’s happened with respect to each of these objectives. I will not mince words.
  • Israel has come to enjoy military supremacy but it remains excluded from most participation in its region’s political, economic, and cultural life. In the 67 years since the Jewish state was proclaimed, Israel has not made a single friend in the Middle East, where it continues to be regarded as an illegitimate legacy of Western imperialism engaged in racist removal of the indigenous population. International support for Israel is down to the United States and a few of the former colonial powers that originally imposed the Zionist project on the Arabs under Sykes-Picot and the related Balfour Declaration. The two-state solution has expired as a physical or political possibility. There is no longer any peace process to distract global attention from Israel’s maltreatment of its captive Arab populations. After years of deference to American diplomacy, the Palestinians are about to challenge the legality of Israel’s cruelties to them in the International Criminal Court and other venues in which Americans have no veto, are not present, or cannot protect the Jewish state from the consequences of its own behavior as we have always been able to do in the past. Israel’s ongoing occupation of the West Bank and siege of Gaza are fueling a drive to boycott its products, disinvest in its companies, and sanction its political and cultural elite. These trends are the very opposite of what the United States has attempted to achieve for Israel.
  • In a stunning demonstration of his country’s most famous renewable resource — chutzpah — Israel’s Prime Minister chose this very moment to make America the main issue in his reelection campaign while simultaneously transforming Israel into a partisan issue in the United States. This is the very opposite of a sound survival strategy for Israel. Uncertainties about their country’s future are leading many Israelis to emigrate, not just to America but to Europe. This should disturb not just Israelis but Americans, if only because of the enormous investment we have made in attempts to gain a secure place for Israel in its region and the world. The Palestinians have been silent about Mr. Netanyahu’s recent political maneuvers. Evidently, they recall Napoleon’s adage that one should never interrupt an enemy when he is making a mistake. This brings me to an awkward but transcendently important issue. Israel was established as a haven from anti-Semitism — Jew hatred — in Europe, a disease of nationalism and Christian culture that culminated in the Holocaust. Israel’s creation was a relief for European Jews but a disaster for the Arabs of Palestine, who were either ethnically cleansed by European Jewish settlers or subjugated, or both.  But the birth of Israel also proved tragic for Jews throughout the Middle East — the Mizrahim. In a nasty irony, the implementation of Zionism in the Holy Land led to the introduction of European-style anti-Semitism — including its classic Christian libels on Jews — to the region, dividing Arab Jews from their Muslim neighbors as never before and compelling them to join European Jews in taking refuge in Israel amidst outrage over the dispossession of Palestinians from their homeland. Now, in a further irony, Israel’s pogroms and other injustices to the Muslim and Christian Arabs over whom it rules are leading not just to a rebirth of anti-Semitism in Europe but to its globalization.
  • The late King `Abdullah of Saudi Arabia engineered a reversal of decades of Arab rejectionism at Beirut in 2002. He brought all Arab countries and later all 57 Muslim countries to agree to normalize relations with Israel if it did a deal — any deal — with the Palestinians that the latter could accept. Israel spurned the offer. Its working assumption seems to be that it does not need peace with its neighbors as long as it can bomb and strafe them. Proceeding on this basis is not just a bad bet, it is one that is dividing Israel from the world, including Jews outside Israel. This does not look like a story with a happy ending. It’s hard to avoid the thought that Zionism is turning out to be bad for the Jews. If so, given the American investment in it, it will also have turned out to be bad for America. The political costs to America of support for Israel are steadily rising. We must find a way to divert Israel from the largely self-engineered isolation into which it is driving itself, while repairing our own increasing international ostracism on issues related to Israel.  
  • Despite Mr. Netanyahu’s recent public hysteria about Iran and his efforts to demonize it, Israel has traditionally seen Iran’s rivalry with the Arabs as a strategic asset. It had a very cooperative relationship with the Shah. Neither Israelis nor Arabs have forgotten the strategic logic that produced Israel's entente with Iran. Israel is very much on Daesh’s list of targets, as is Iran. For now, however, Israel’s main concern is the possible loss of its nuclear monopoly in the Middle East. Many years ago, Israel actually did what it now accuses Iran of planning to do. It clandestinely developed nuclear weapons while denying to us and others that it was doing so. Unlike Iran, Israel has not adhered to the Nuclear Non-Proliferation Treaty or subjected its nuclear facilities to international inspection. It has expressed no interest in proposals for a nuclear-free zone in the Middle East. It sees its ability to bring on nuclear Armageddon as the ultimate guarantee of its existence.
  • To many, Israel now seems to have acquired the obnoxious habit of biting the American hand that has fed it for so long. The Palestinians have despaired of American support for their self-determination. They are reaching out to the international community in ways that deliberately bypass the United States. Random acts of violence herald mayhem in the Holy Land. Daesh has proclaimed the objective of erasing the Sykes-Picot borders and the states within them. It has already expunged the border between Iraq and Syria. It is at work in Lebanon and has set its sights on Jordan, Palestine, and Israel. Lebanon, under Saudi influence, has turned to France rather than America for support. Hezbollah has intervened militarily in Iraq and Syria, both of whose governments are close to Iran. Egypt and Turkey have distanced themselves from the United States as well as from each other. Russia is back as a regional actor and arms supplier. The Gulf Arabs, Egypt, and Turkey now separately intervene in Libya, Syria, and Iraq without reference to American policy or views. Iran is the dominant influence in Iraq, Syria, parts of Lebanon, and now Yemen. It has boots on the ground in Iraq. And now Saudi Arabia seems to be organizing a coalition that will manage its own nuclear deterrence and military balancing of Ir
  • To describe this as out of control is hardly adequate. What are we to do about it? Perhaps we should start by recalling the first law of holes — “when stuck in one, stop digging.” It appears that “don’t just sit there, bomb something” isn’t much of a strategy. When he was asked last summer what our strategy for dealing with Daesh was, President Obama replied, “We don’t yet have one.” He was widely derided for that. He should have been praised for making the novel suggestion that before Washington acts, it should first think through what it hopes to accomplish and how best to do it. Sunzi once observed that “tactics without strategy is the noise before defeat." America’s noisy but strategy-free approach to the Middle East has proven him right. Again the starting point must be what we are trying to accomplish. Strategy is "the discipline of achieving desired ends through the most efficient use of available means" [John Lewis Gaddis].Our desired ends with respect to the Middle East are not in doubt. They have been and remain to gain an accepted and therefore secure place for Israel there; to keep the region's oil and gas coming at reasonable prices; to be able to pass through the area at will; to head off challenges to these interests; to do profitable business in the markets of the Middle East; and to promote stability amidst the expansion of liberty in its countries. Judging by results, we have been doing a lot wrong. Two related problems in our overall approach need correction. They are “enablement” and the creation of “moral hazard.” Both are fall-out from  relationships of codependency.
  • Enablement occurs when one party to a relationship indulges or supports and thereby enables another party’s dysfunctional behavior. A familiar example from ordinary life is giving money to a drunk or a drug addict or ignoring, explaining away, or defending their subsequent self-destructive behavior.  Moral hazard is the condition that obtains when one party is emboldened to take risks it would not otherwise take because it knows another party will shoulder the consequences and bear the costs of failure. The U.S.-Israel relationship has evolved to exemplify codependency. It now embodies both enablement and moral hazard. U.S. support for Israel is unconditional.  Israel has therefore had no need to cultivate relations with others in the Middle East, to declare its borders, or to choose peace over continued expansion into formerly Arab lands. Confidence in U.S. backing enables Israel to do whatever it likes to the Palestinians and its neighbors without having to worry about the consequences. Israel is now a rich country, but the United States continues to subsidize it with cash transfers and other fiscal privileges. The Jewish state is the most powerful country in the Middle East. It can launch attacks on its neighbors, confident that it will be resupplied by the United States. Its use of U.S. weapons in ways that violate both U.S. and international law goes unrebuked. 41 American vetoes in the United Nations Security Council have exempted Israel from censure and international law. We enable it to defy the expressed will of the international community, including, ironically, our own.
  • We Americans are facilitating Israel's indulgence in denial and avoidance of the choices it must make if it is not to jeopardize its long-term existence as a state in the Middle East. The biggest contribution we could now make to Israel's longevity would be to ration our support for it, so as to cause it to rethink and reform its often self-destructive behavior. Such peace as Israel now enjoys with Egypt, Jordan, and the Palestinians is the direct result of tough love of this kind by earlier American administrations. We Americans cannot save Israel from itself, but we can avoid killing it with uncritical kindness. We should support Israel when it makes sense to do so and it needs our support on specific issues, but not otherwise. Israel is placing itself and American interests in jeopardy. We need to discuss how to reverse this dynamic.
  • Moral hazard has also been a major problem in our relationship with our Arab partners. Why should they play an active role in countering the threat to them they perceive from Iran, if they can get America to do this for them? Similarly, why should any Muslim country rearrange its priorities to deal with Muslim renegades like Daesh when it can count on America to act for it? If America thinks it must lead, why not let it do so? But responsible foreign and defense policies begin with self-help, not outsourcing of military risks. The United States has the power-projection and war-fighting capabilities to back a Saudi-led coalition effort against Daesh. The Saudis have the religious and political credibility, leadership credentials, and diplomatic connections to organize such an effort. We do not. Since this century began, America has administered multiple disappointments to its allies and friends in the Middle East, while empowering their and our adversaries. Unlike the Gulf Arabs, Egypt, and Turkey, Washington does not have diplomatic relations with Tehran. Given our non-Muslim identity, solidarity with Israel, and recent history in the Fertile Crescent, the United States cannot hope to unite the region’s Muslims against Daesh.  Daesh is an insurgency that claims to exemplify Islam as well as a governing structure and an armed force. A coalition led by inhibited foreign forces, built on papered-over differences, and embodying hedged commitments will not defeat such an insurgency with or without boots on the ground.
  • When elections have yielded governments whose policies we oppose, we have not hesitated to conspire with their opponents to overthrow them. But the results of our efforts to coerce political change in the Middle East are not just failures but catastrophic failures. Our policies have nowhere produced democracy. They have instead contrived the destabilization of societies, the kindling of religious warfare, and the installation of dictatorships contemptuous of the rights of religious and ethnic minorities. Frankly, we have done a lot better at selling things, including armaments, to the region than we have at transplanting the ideals of the Atlantic Enlightenment there. The region’s autocrats cooperate with us to secure our protection, and they get it. When they are nonetheless overthrown, the result is not democracy or the rule of law but socio-political collapse and the emergence of  a Hobbesian state of nature in which religious and ethnic communities, families, and individuals are able to feel safe only when they are armed and have the drop on each other. Where we have engineered or attempted to engineer regime change, violent politics, partition, and ethno-religious cleansing have everywhere succeeded unjust but tranquil order. One result of our bungled interventions in Iraq and Syria is the rise of Daesh. This is yet another illustration that, in our efforts to do good in the Middle East, we have violated the principle that one should first do no harm.
  • Americans used to believe that we could best lead by example. We and those in the Middle East seeking nonviolent change would all be better off if America returned to that tradition and forswore ideologically motivated hectoring and intervention. No one willingly follows a wagging finger. Despite our unparalleled ability to use force against foreigners, the best way to inspire them to emulate us remains showing them that we have our act together. At the moment, we do not. In the end, to cure the dysfunction in our policies toward the Middle East, it comes down to this. We must cure the dysfunction and venality of our politics. If we cannot, we have no business trying to use an 8,000-mile-long screwdriver to fix things one-third of the way around the world. That doesn’t work well under the best of circumstances. But when the country wielding the screwdriver has very little idea what it’s doing, it really screws things up.

    Chas Freeman served as US ambassador to Saudi Arabia during the war to liberate Kuwait and as Assistant Secretary of Defense from 1993-94. He was the editor of the Encyclopedia Britannica entry on "diplomacy" and is the author of five books, including "America's Misadventures in the Middle East" and "Interesting Times: China, America, and the Shifting Balance of Prestige."  I have largely omitted highlighting portions of the speech dealing with Muslim nations because Freeman has apparently lost touch with the actual U.S., Saudi, UAE, Kuwait, and Turish roles in creating and expanding ISIL. But his analysis of Israel's situation and recommendations for curing it seem quite valid, as well as his overall Mideast recommendation to heed the First Law of Holes: "when stuck in one, stop digging."   I recommend reading the entire speech notwithstanding his misunderstanding of ISIL. There is a lot of very important history there ably summarized.

  • In the war on the Islamic State, the alleged scourge of humanity, little is heard about the position of America’s much-ballyhooed greatest ally in the Middle East, if not the world, Israel. Now the Islamic State has been conquering territory in very close proximity to the border of Israel. But Israel does not seem to be fearful and it is not taking any action. And the Obama administration and American media pundits do not seem to be the least bit disturbed.  This is quite in contrast to the complaints about other Middle East countries such as Turkey that are being harshly criticized for their failure to become actively involved in fighting the Islamic State.
  • Returning to the issue of Israel, the fact of the matter is that Israel acts to protect its own national interests.  At the current time, the primary goal of the Islamic State is to purify Islam rather than attack non-Muslims. In response to Internet queries as to why the militant group wasn’t fighting Israel instead of killing Muslims in Iraq and Syria, its representatives responded: “We haven’t given orders to kill the Israelis and the Jews. The war against the nearer enemy, those who rebel against the faith, is more important. Allah commands us in the Koran to fight the hypocrites, because they are much more dangerous than those who are fundamentally heretics.”
  • Now there is nothing strange about Israel’s position here. It is simply acting in its own national interest. There is no reason to fight a group that doesn’t threaten it. Furthermore, it is in Israel’s interest to try to make it appear that it is acting for the good of all humanity when attacking Hamas, and though these arguments are unlikely to sway any UN members, the prime minister did provide ammunition to the Israel lobby and its supporters that could be used to persuade some gullible Americans.

  • Moreover, the fact of the matter is that the Islamic State actually benefits Israel by causing problems for those very states that do actively oppose Israel and support the Palestinians, such as Syria. What the Islamic State is causing in the Middle East is perfectly attuned with the view of the Israeli Right — as best articulated by Oded Yinon in 1982 — which sought to have Israel’s Middle East enemies fragmented and fighting among themselves in order to weaken the external threat to Israel.
  • Israel’s pro-rebel activities in the Syrian conflict have not been counterproductive in that they have not caused any of Assad’s many Arab enemies to abandon their effort to remove his regime. But it is not apparent that Israel is taking any steps like this regarding the Islamic State, and the United States does not seem to be pressuring it to do so. What this means is that Israel is not really any type of ally of the United States. It does not bend its foreign policy to aid the United States but only acts in its own interest. It takes actions against the Assad regime because the latter is an ally of Iran and provides a conduit for weapons being sent to Israeli’s enemy Hezbollah. Israel’s inaction toward the Islamic State, despite its close proximity, should actually provide a model for the United States to emulate. It shows that the Islamic State should not be regarded as a threat to the faraway United States. And this lesson is further confirmed by the fact that the nearby Islamic countries,  which should be far more endangered than the United States, do not seem to be fighting hard against it. It would seem that the fundamental way for the United States to face significant attacks from the Islamic State is to attack it first, which is exactly what it is now  doing.
  • Considering the Islamic State is targeting Muslims, the Israeli government does not see it as a significant enemy at this time. And it is reasonable for Israeli leaders to believe that the Islamic State would never move on to attack their country because it will never be able to conquer its major Islamic foes
  • Conceivably, Israel could covertly support the enemies of Islamic State. Israel has been doing just that in regard to Syria. During the past two years it has launched airstrikes against Assad’s forces which has helped the rebels. Israel takes the position that any attacks on its territory from Syria are the responsibility of the Assad government even if they are made by the rebels. Moreover, just like the United States, Israel has provided training for Syrian rebels. For example, Abdul-Ilah al-Bashir al-Noeimi, currently the Chief of Staff of the Supreme Military Council (SMC) of the Free Syrian Army, secretly trained in Israel in 2013 after being admitted into the country for medical treatment.   • It can be argued that if Israel openly entered the fray as a member of the anti-Islamic State coalition, it would be counterproductive. Since many Arabs see Israel as their major enemy, Israel’s involvement in the war would turn them against fighting the Islamic State and maybe even cause some of them to support that militant jihadist group as an enemy of Israel. So it might be understandable that the United States would not demand that Israel participate in the war against the Islamic State, just as it did not expect Israel to fight against Saddam Hussein. Although this might be understandable, if true it would mean that Israel could not really be an ally of the United States in the Middle East because it could not participate in America’s wars in the region, which is the very raison d’état of an ally.
  • Considering Israel’s inactivity, it is ironic that in the United States it is the supporters of Israel, such as the neoconservatives, who have taken the lead in pushing for a hard-line American military position against the Islamic State.   • Needless to say, neither the neocons, nor any other mainstream commentators for that matter, have uttered a word about Israel’s inaction. As Scott McConnell wrote in August in The American Conservative, “over the past two generations thousands of articles have been written proclaiming that Israel is a ‘vital strategic ally’ of the United States, our best and only friend in the ‘volatile’ Middle East. The claim is a commonplace among serving and aspiring Congressmen. I may have missed it, but has anyone seen a hint that our vital regional ally could be of any assistance at all in the supposedly civilizational battle against ISIS?” However, it would be far wiser for the United States to follow the example of Israel here — and, in fact, always follow the example of Israel by adhering to national interest (that of the United States, of course, not Israel) — than to follow the advice of those American supporters of Israel who have, because of their influence on American Middle East policy, involved the United States in endless wars creating a regional environment beneficial to Israel from the perspective of the Israeli Right.

Goldberg Sees Crisis in US-Israel Ties, Blames Bibi « LobeLog - 0 views

  • While everyone ritually insists that the bonds between Israel and the United States are “unbreakable,” yesterday’s analysis by Jeffrey Goldberg, “The Crisis in U.S.-Israel Relations Is Officially Here,” argues that they’re currently under unprecedented strain and that the fault lies mainly with Prime Minister Bibi Netanyahu. The analysis argues further that, post-November, the Obama administration may no longer be inclined to protect Israel (at least to the same pathetic extent) at the UN Security Council and may even be willing to go a step further by presenting “a public full lay-down of the administration’s vision for a two-state solution, including maps delineating Israel’s borders. These borders, to Netanyahu’s horror, would based on 1967 lines, with significant West Bank settlement blocs attached to Israel in exchange for swapped land elsewhere. Such a lay-down would make explicit to Israel what the U.S. expects of it.” I’m not a big fan of Goldberg, but this analysis is definitely worth a read if for no other reason than his voice is a very important one in the US Jewish community, including among the right-wing leadership of its major national organizations. And he essentially gives over most of the article—in a way that suggests he shares their views—to anonymous administration officials who have clearly grown entirely contemptuous of the Israeli leader, calling him, among other names, “chickenshit.” Goldberg himself describes the Netanyahu government’s policy toward Palestinians as being “disconnected from reality” and stresses what he calls the “unease felt by mainstream American Jewish leaders about recent Israeli government behavior.” It seems that his chief envoy and confidante here, Ron Dermer, is not doing a good job.
  • Of particular interest to readers of this blog, however, are Goldberg’s observations about how the administration views Bibi’s bluster about Iran: The official said the Obama administration no longer believes that Netanyahu would launch a preemptive strike on Iran’s nuclear facilities in order to keep the regime in Tehran from building an atomic arsenal. “It’s too late for him to do anything. Two, three years ago, this was a possibility. But ultimately he couldn’t bring himself to pull the trigger. It was a combination of our pressure and his own unwillingness to do anything dramatic. Now it’s too late.” This assessment represents a momentous shift in the way the Obama administration sees Netanyahu. In 2010, and again in 2012, administration officials were convinced that Netanyahu and his then-defense minister, the cowboyish ex-commando Ehud Barak, were readying a strike on Iran. To be sure, the Obama administration used the threat of an Israeli strike in a calculated way to convince its allies (and some of its adversaries) to line up behind what turned out to be an effective sanctions regime. But the fear inside the White House of a preemptive attack (or preventative attack, to put it more accurately) was real and palpable—as was the fear of dissenters inside Netanyahu’s Cabinet, and at Israel Defense Forces headquarters. At U.S. Central Command headquarters in Tampa, analysts kept careful track of weather patterns and of the waxing and waning moon over Iran, trying to predict the exact night of the coming Israeli attack.
  • Today, there are few such fears. “The feeling now is that Bibi’s bluffing,” this second official said. “He’s not Begin at Osirak,” the official added, referring to the successful 1981 Israeli Air Force raid ordered by the ex-prime minister on Iraq’s nuclear reactor. The belief that Netanyahu’s threat to strike is now an empty one has given U.S. officials room to breathe in their ongoing negotiations with Iran. This is a significant passage. It suggests that the administration has decided to essentially ignore Netanyahu and his threats to take unilateral action, including when they are conveyed by members of Congress close to the Israel lobby. It also suggests strongly that the administration will not back up Israel if it should indeed undertake a strike of its own in hopes that Washington would be dragged into to finishing the job.

  • Goldberg’s analysis about the state of the relationship is, in some ways, mirrored by Bret Stephens’s weekly “Global View” column in Tuesday’s Wall Street Journal, “Bibi and Barack on the Rocks,” although he, entirely predictably given his pro-settler worldview, sees Bibi as the wronged party. And, unlike Goldberg, he doesn’t see the US as the more powerful. Noting how Defense Minister Moshe Yaalon was snubbed by senior administration officials with whom he requested to meet, Stephens, a former editor of the Jerusalem Post, writes: The administration also seems to have forgotten that two can play the game. Two days after the Yaalon snub, the Israeli government announced the construction of 1,000 new housing units in so-called East Jerusalem, including 600 new units in the Ramat Shlomo neighborhood that was the subject of a 2010 row with Joe Biden. Happy now, Mr. Vice President? Stephens calls for a “trial separation” by the two countries in which Israel will give up its $3 billion dollar/year US aid package to free itself from US interference
  • The administration likes to make much of the $3 billion a year it provides Israel (or, at least, U.S. defense contractors) in military aid, but that’s now less than 1% of Israeli GDP. Like some boorish husband of yore fond of boasting that he brings home the bacon, the administration thinks it’s the senior partner in the marriage. Except this wife can now pay her own bills. And she never ate bacon to begin with. It’s time for some time away. Israel needs to look after its own immediate interests without the incessant interventions of an overbearing partner. The administration needs to learn that it had better act like a friend if it wants to keep a friend. It isn’t as if it has many friends left. This is precisely where Goldberg believes current Israeli policy is leading it.
  • Netanyahu, and the even more hawkish ministers around him, seem to have decided that their short-term political futures rest on a platform that can be boiled down to this formula: “The whole world is against us. Only we can protect Israel from what’s coming.” …But for Israel’s future as an ally of the United States, this formula is a disaster.”

    If Goldberg and Stephens have it right, a U.S./Israel divorce might just spell the end of the appartheid state of Israel. It is only the U.S. veto on the U.N. Security Council that has enabled Israel to continue to treat Palestinians with impunity and to retain control of and colonize the territory it seized in the 1967 war that it launched. (The right to acquire territory by conquest was abolished by the U.N. Charter and the Fourth Geneva Convention in the late 1940s.)  Israel is now a pariah state internationally, with only the U.S., Canada, and a few minor island nations dependent on the U.S. still voting for Israel even in the U.N. General Council. Moreover, the U.S. public is fed up with the foreign wars the U.S. has been waging in the Mideast in aid of Israel's empirical goal of destabilizing and Balkanizing Israel's Arab neighbors. A U.S./Israel divorce would almost certainly bring down Netanyahu's government. On the other hand, the Obama Administration's relationship with Israel has been a departure from the historical norm in the U.S. and Obama's likely successor, Hillary Clinton, has long been much more friendly with the Israel Lobby than Obama.  Many close observers believe that Netanyahu's strategy with Obama has been to wait until Obama is out of office, betting that his successor will be much more amenable to Bibi's desires. But with Bernie Sanders hat in the ring for Auction 2016 and possibly Elizabeth Warren as well, it's conceivable that issues they raise might push Hillary to adopt a less Israel-friendly stance. But on yet another hand, Obama's stance on ISIL is entirely consistent with Israel's longstanding goal of regime change in Syria and Balkanization of Iraq into three nations along ethnic/religious lines, an independent  Kurdistan in the north, a Shia-stan in the South, and a Sunni state in the middle. Israel Banned Renowned Doctor and Human Rights Activist Mads Gilbert from Entering Gaza... - 0 views

  • Israel has banned Norwegian doctor and human rights activist Mads Gilbert from entering Gaza for life. Gilbert, a professor at the University Hospital of North Norway, where he has worked since 1976, earned international renown for his philanthropic work in late 2008, during Israel’s Operation Cast Lead, an attack that, according to Israeli human rights organization B’Tselem, killed roughly 1,400 Gazans, including almost 800 civilians, 350 of whom were children. The aid worker, along with fellow Norwegian doctor Erik Fosse, decided to volunteer in Gaza as soon as he heard that bombing had started, on 27 December 2008. Thanks to diplomatic and economic support (in the sum of $1 million dollar of emergency funding from the Norwegian Ministry of Foreign Affairs), the two physicians managed to arrive in the strip by 30 December.
  • The Israeli government prevented all international press from entering Gaza during Cast Lead (a documentary, The War Around Us, was made about the only two foreign reporters in the strip at the time), in what Gilbert called Israel’s insidious “PR plan.” The doctor, as one of the only international aid workers in Gaza, thus devoted considerable time to speaking with local Palestinian news outlets, some of whom were reporting on behalf of foreign networks including BBC, CNN, ABC, and Al Jazeera. BBC aired an interview with Gilbert, conducted in the hospital. The questions asked, and the answers garnered, were eerily similar to those he would give just five years later, during Operation Protective Edge. The interviewer began asking him to respond to Israel’s claims that it was not targeting civilians, that it was only attacking Hamas militants. Gilbert called the claim “an absolutely stupid statement” and explained that, among the hundreds of patients he had seen at that point, only two had been fighters. The “large majority” were women, children, and men civilians. “These numbers are contradictory to everything Israel says,” he reported.
  • The doctor directed one heart-wrenching passage to President Obama, writing “Mr Obama – do you have a heart? I invite you – spend one night – just one night – with us in Shifa. I am convinced, 100 per cent, it would change history. Nobody with a heart and power could ever walk away from a night in Shifa without being determined to end the slaughter of the Palestinian people.” Israel later attacked Shifa hospital. Doctors Without Borders (MSF) “strongly condemn[ed]” the incursion, saying it “demonstrate[d] how civilians in Gaza have nowhere safe to go.” MSF director Marie-Noëlle Rodrigue stated, in an official statement, “When the Israeli army orders civilians to evacuate their houses and their neighborhoods, where is there for them to go? Gazans have no freedom of movement and cannot take refuge outside Gaza. They are effectively trapped.” Shifa was one of the over 10 medical facilities Israel bombed in its 50-day offensive.

  • Gilbert drew attention to the fact that the overflowing hospital did not have enough supplies to treat all of its patients, and censured the international community for doing nothing to assist them. Israel would not let in foreign doctors, and yet Palestinians were “dying waiting for surgery.” “This is a complete disaster,” he remarked, calling it “the worst man-made disaster” he could think of. “There are injuries you just don’t want to see in this world.” Operation Protective Edge In 2008 and 2009, Gilbert treated Palestinians who had been grievously wounded by Israel’s use of experimental and illegal chemical weapons, including white phosphorous, dense inert metal explosives (DIME) munitions, and flechette shells. In July 2014, in the midst of Israel’s most recent attack on Gaza, Gilbert spoke with Electronic Intifada, revealing that he saw indications of renewed use of DIME weapons and flechettes. While volunteering in Shifa hospital, Gaza’s principal medical facility, Gilbert penned an open letter, lamenting the unspeakable horrors the Israeli military was instigating.
  • Before Operation Protective Edge commenced in early July 2014, Gilbert toured medical and health facilities and individual homes in Gaza, researching for a United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) report on the dire state of the strip’s health sector. He wrote of “overstretched” health facilities, widespread physical and psychological trauma, “a deep financial crisis,” a lack of needed medical supplies, and a “severe energy crisis.” He also noted the “devastating results of the blockade imposed by the Government of Israel,” with rampant poverty, a 38.5% unemployment rate, food insecurity in at least 57% of households, and inadequate access to clean water. All of these already extreme ills were only exacerbated by the July-August Israeli assault on Gaza, an onslaught that left roughly 2,200 Palestinians dead, including over 1,500 civilians, more than 500 of whom were children. Gilbert is not the only one Israel has recently prevented from entering Gaza. In August, just after the end of its military assault, Israel refused to allow Amnesty International and Human Rights Watch, the world’s leading human rights organizations, from entering the strip, impeding them from conducting war crimes investigations. The organizations had been requesting access for over a month, before Israel had even begun its ground invasion of Gaza, yet were continuously prevented from doing so, Israeli journalist Amira Hass reported in Haaretz, “using various bureaucratic excuses.”
  • Other aid workers and medical professionals have faced even worse consequences for volunteering to help Palestinians. In August, Israeli occupation forces killed a social worker. In the same month, as the Israeli military engaged in a campaign to target and openly murder Palestinian civilians who spoke Hebrew, Israeli forces assassinated volunteers working with the Palestine Red Crescent, a non-profit humanitarian organization, part of the International Red Cross and Red Crescent Movement. A common myth suggests that Israel ended its occupation of Gaza with its 2005 disengagement. The state’s ability to ban, and even kill, internationally recognized human rights organizations and doctors—not to mention food,construction equipment, and medical supplies—from entering Palestinian territory, however, demonstrates that Gaza is by no means autonomous. Israel’s siege of the strip is clearly a continuation of its 47-year-long illegal military occupation. As legal scholar Noura Erakat explains
  • Despite removing 8,000 settlers and the military infrastructure that protected their illegal presence, Israel maintained effective control of the Gaza Strip and thus remains the occupying power as defined by Article 47 of the Hague Regulations. To date, Israel maintains control of the territory’s air space, territorial waters, electromagnetic sphere, population registry and the movement of all goods and people. … Palestinians have yet to experience a day of self-governance. Israel immediately imposed a siege upon the Gaza Strip when Hamas won parliamentary elections in January 2006 and tightened it severely when Hamas routed Fatah in June 2007. The siege has created a “humanitarian catastrophe” in the Gaza Strip. Inhabitants will not be able to access clean water, electricity or tend to even the most urgent medical needs. The World Health Organization explains that the Gaza Strip will be unlivable by 2020. Not only did Israel not end its occupation, it has created a situation in which Palestinians cannot survive in the long-term.
  • In a late October discussion with the Daily Targum, Gilbert encouraged Americans to do what they can to speak out against Israel’s illegal occupation and blockade of the Palestinian territories, and to pressure their government to stop its indefatigable support for Israeli crimes. At present, the US provides Israel with over 3.1$ billion of military aid per year. In the past 52 years, over $100 billion US tax dollars have been given to the country in military aid alone. “You are the change-makers,” Gilbert told American readers. “The key to the change when it comes to the occupation of Palestine lies in the United States.” “Solidarity, not pity,” he said, is the solution.

  • Israeli finance minister Yair Lapid has become the latest senior official to warn about the serious impact of growing boycott, divestment and sanctions (BDS) campaigns targeting Israel. “The world seems to be losing patience with us,” Lapid told the Hebrew edition of Ynet on 10 January.
  • Lapid, leader of the Yesh Atid faction, is the senior coalition partner of Israeli Prime Minister Benjamin Netanyahu.
  • Lapid added: “We have formulated complete scenarios as to what will happen if the boycott continues and exports are hurt. In all scenarios, things do not look good. The status quo will hit each of us in the pocket, will hurt every Israeli. We are export-oriented, and this [export trade] depends on our global standing.” Lapid was particularly concerned about further announcements by Israel of new tenders for houses in illegal Jewish-only colonies in the occupied West Bank. Lapid’s frank comments come just days after Dutch pensions giant PGGM took the unprecedented decision to divest from all Israeli banks because of their role in the colonization program.

    This is the largest part of the real back story on John Kerry's feverish effort to negotiate a two-state solution to the Israel-Palestine apartheid problem. The Palestinian Boycott, Divestment, and Sanctions ("BDS") movement against Israel is growing rapidly, nearly doubling the rate of growth of the former BDS movement that successfully ended apartheid government of South Africa.   Israel has become a pariah state diplomatically because of its war crimes against Palestinians and because of BDS, is increasingly becoming a pariah state economically. At the same time, Israel has illegally colonized Palestine to the extent that a 2-state solution is all but impossible, meaning that the most likely outcome is that Israel will cease being the "Jewish State" and be forced to grant equality to Palestinians as well in a new secular government. The situation became all the more dire for Israel as the "Jewish State" when the U.N. General Assembly granted Palestine observer state status, opening the way for Palestine to, e.g., pursue criminal prosecution of Israeli leaders for war crimes before the International Criminal Court.  That has dramatically increased the Palestinian Authority's leverage in negotiations. Kerry is on a rescue mission to see if he can coerce the Palestinian Authority to cede sufficient land and powers to Israel to make a 2-state solution credible. Kerry's leverage is that the U.S. has been underwriting the Palestinian Authority's expenses and can threaten to withdraw the financial support.  All of which brings it down to the question of Palestinian Authority leadership corruption. If the PA stands tall and refuses to accept Kerry's ridiculous demands, there will almost certainly be no 2-state solution, ever, because Israel continues to colonize Palestine and has locked up most of Palestine's water resources. BDS SOUTH AFRICA: ISRAEL INCHES CLOSER TO 'TIPPING POINT' OF SOUTH AFRICA-STYLE BOYCOTT... - 0 views

  • Analogies with apartheid regime in the wake of Mandela’s death could accelerate efforts to ostracize Israel. This has happened in recent days: The Dutch water company Vitens severed its ties with Israeli counterpart Mekorot; Canada’s largest Protestant church decided to boycott three Israeli companies; the Romanian government refused to send any more construction workers; and American Studies Association academics are voting on a measure to sever links with Israeli universities. Coming so shortly after the Israeli government effectively succumbed to a boycott of settlements in order to be eligible for the EU’s Horizon 2020 scientific cooperation agreement, it is hard to avoid the conclusion that the BDS (Boycott, Divestment and Sanctions) movement is picking up speed. And the writing on the wall, if anyone missed it, only got clearer and sharper in the wake of the death of Nelson Mandela.
  • When the United Nations passed its first non-binding resolution calling for a boycott of South Africa in 1962, it was staunchly opposed by a bloc of Western countries, led by Britain and the United States. But the grassroots campaign that had started with academic boycotts in the late 1950s gradually moved on to sports and entertainment and went on from there to institutional boycotts and divestment. Along the way, the anti-apartheid movement swept up larger and larger swaths of Western public opinion, eventually forcing even the most reluctant of governments, including Israel and the U.S., to join the international sanctions regime. 
  • We’re really great at knowing where thresholds are after we fall off the cliff, but that’s not very helpful,” as lake ecologist and “tipping point” researcher Stephen Carpenter told USA today in 2009.  Israel could very well be approaching such a threshold. Among the many developments that could be creating the required critical mass one can cite the passage of time since the Twin Towers attacks in September 2001, which placed Israel in the same camp as the U.S. and the West in the War on Terror; Israel’s isolation in the campaign against Iran’s nuclear programs; the disappearance of repelling archenemies such as Osama bin Laden, Muammar Gadhafi, Mahmoud Ahmadinejad and, to a lesser degree, Yasser Arafat; the relative security and lack of terror inside Israel coupled with its own persistent settlement drive; and the negative publicity generated by revelations of racism in Israeli society, the image of its rulers as increasingly rigid and right wing and the government’s own confrontations with illegal African immigrants and Israeli Bedouin, widely perceived as being tinged with bias and prejudice.  In recent days, American statesmen seem to be more alarmed about the looming danger of delegitimization than Israelis are. In remarks to both the Saban Forum and the American Joint Distribution Committee this week, Secretary of State John Kerry described delegitimization as “an existential danger." Vice President Joe Biden, speaking to the same JDC forum, went one step further: “The wholesale effort to delegitimize Israel is the most concentrated that I have seen in the 40 years I have served. It is the most serious threat in my view to Israel’s long-term security and viability.”

  • One must always take into account the possibility of unforeseen developments that will turn things completely around. Barring that, the only thing that may be keeping Israel from crossing the threshold and “going over the cliff” in the international arena is Kerry’s much-maligned peace process, which is holding public opinion and foreign governments at bay and preventing a “tipping point” that would dramatically escalate the anti-Israeli boycott campaign.  Which only strengthens Jeffrey Goldberg’s argument in a Bloomberg article on Wednesday that Kerry is “Israel’s best friend." It also highlights, once again, how narrow-minded, shortsighted and dangerously delusional Kerry’s critics, peace process opponents and settlement champions really are (though you can rest assured that if and when the peace process collapses and Israel is plunged into South African isolation, they will be pointing their fingers in every direction but themselves.

    Note that this article's original is behind a paywall in Haaretz, one of Israel's market-leading newspapers.  There can be no questioning of the facts that: [i] the Palestinian Boycott, Divesment, and Sanctions ("BDS") movement is rapidly gaining strength globally; and [ii] that factor weighs heavily in the negotiations between Israel and Palestine for a two-state solution. Although not bluntly stated, the BSD movement's path runs directly to a single-state solution that would sweep Israel's present right-wing government from power and result in a secular state rather than a "Jewish state." And the E.U., Israel's largest export market, has promised to go even farther in sanctioning Israel than the considerable distance it has already gone if the negotiations do not result in a two state solution. Labeling all products produced wholly or in part in Israel-occupied Palestine territory is among the mildest of sanctions under discussion, a measure already adopted in two E.U. nations. The BSD Movement's success has also been marked by Israel attaining the pariah state status previously experienced by South Africa. Only the U.S., Canada, and a half-dozen or so tiny island nations closely aligned with the U.S. still vote in favor of Israel at the U.N. For example, the vote on granting Palestine U.N. observer state status was 138-9, with 41 abstentions.  The prospect of an end to the non-secular Jewish state has enormous ramifications for U.S. foreign policy, not the least of which is the influence of the Israel lobby in the U.S. that has thus far led the U.S. to three Treasury-draining wars in Southwest Asia and Northern Africa and host of minor military actions in other area nations, as well as a near-war in Syria, averted mainly via Russian diplomacy that outfoxed Secretary of State John Kerry. The report was released by Israeli state comptroller Yosef Shapira on Tuesday. “I understand from the report that Gaza was merely the setting for an Israeli war game, with no objective but to destroy and murder indiscriminately,” said Basman Alashi, executive director of the El-Wafa Medical Rehabilitation and Specialized Surgery Hospital. The hospital, formerly located in the Shujaya neighborhood by the separation barrier with Israel east of Gaza City, was repeatedly shelled by Israeli forces during the 51-day offensive before it was evacuated under fire on July 17, 2014.
  • “The overall impression it leaves is this: ‘Netanyahu, You didn’t do a good job of destroying Gaza, do it better next time,’” Alashi said of the report. Others said the document contained useful information about Israel’s behavior during the offensive, even if its conclusions remained incomplete. “The report shows that Israel follows a systematic policy of humiliating Palestinians, especially through careless targeting of civilians,” said Ramy Abdu, founder and chairman of the Euro-Mediterranean Human Rights Monitor. Abdu’s Geneva-based agency has conducted investigations of Israel’s military conduct, including an Oct. 30, 2014 report stating that its forces had “deliberately targeted locations with concentrations of civilians” during operations earlier that year. “What the report has failed to cover is to cite careless targeting of civilians as a consistent failure of the Israeli forces, with almost no serious actions to do something about it,” Abdu said in regard to the Israeli comptroller’s findings.

Once the operation began, it said, Israeli forces largely failed to meet their objective of thwarting tunnels dug by Palestinian resistance groups, destroying only half of them over weeks of a bloody ground invasion that produced many casualties. The comptroller did not appear to consider the goals of an earlier military operation, launched by Israel in the West Bank on June 13, 2014. These goals were to weaken Hamas, obstruct an agreement by Hamas and Fatah to form a unity government across the West Bank and Gaza Strip and recover three young settlers captured by Palestinians.

  • I’ve been on the road for days, and a few more Clinton emails have thudded down from the Wikileaks heavens revealing deliberations about Israel inside the Clinton braintrust. Some day we will put together a leatherbound edition with morocco covers of Clinton’s Israel emails, but for now we’re just trying to chase the latest. And these three are stunners because they baldly expose the importance of Israel to donors and the party establishment. First, there was this amazing email thread among top strategists from May 2015 about revising Clinton’s talking points in her speeches at rallies and fundraisers in the weeks before she officially launched her candidacy. You just gotta read these comments as they fall. The conversation started out on a bunch of different talking points, but everyone quickly turned to Israel, and the public and private messaging.

Especially dem activists.” Sullivan: “I won’t fall on sword over Israel but we need more than climate in that paragraph.” Dan Schwerin, speechwriter: “What about this as a base, and then she can drop in Israel when she’s with donors: “Fourth and finally, we have to protect our country from the global threats that we see, from terrorists to dictators to diseases – and the ones that are still over the horizon. We have to assert confident American leadership to shape global events rather than be shaped by them. That includes taking on global warming and those who continue to deny that it exists. And it means always standing up for our allies and our values, especially our fellow democracies.” Mook: “I’m fine with that.” Benenson: “Good.”

Goldberg said at J Street earlier this year, the role of Jewish donors on the Democratic side is “gigantic” and “shocking.” And those Jewish donors are seen as pro-Israel all the time, by folks who study politics.   • One other thing: Chief strategist Benenson shows how pathetic the Bernie Sanders campaign was on this issue. He says that the only voters who care about foreign policy are Republicans. It would be a year before Bernie made Israel a wedge issue, in the New York primary debate, when he dared to say that Benjamin Netanyahu is not right all the time, and Clinton had no response. That moment was brave, reluctant, and spasmodic. Had Bernie worked the Israel issue, there was political capital to be made. And everyone in the Clinton braintrust knew it. Here’s another leaked email to campaign chair John Podesta from his daughter Megan Rouse in May 2015, headlined “Israel”: I’ve heard a concern from some folks who care deeply about Israel that Hillary will be the president “most unfriendly to Israel in our history, worse than Obama.” Thoughts on how I might respond in conversation? Podesta wrote back: That’s a bit crazy. Obama developed a real feud with Bibi, but she has been a staunch defender of Israel since her Senate days. Probably her very best supporters are Haim Saban, and Danny Abraham who would not be with her if she wasn’t totally committed to Israeli security. Eli Clifton offers the moral of this story: “Podesta’s acknowledgement that two of Hillary Clinton’s key donors condition their support on her support of Israel’s security is a striking moment of candor from Podesta, but a statement which is consistent with her previous actions to placate the concerns of her biggest financial backers.”

When “Bibi” — no one calls him Benjamin Netanyahu in Dem circles– won reelection in the Israeli elections in March 2015, Clinton campaign chair John Podesta asked Paul Begala for his take on Netanyahu’s victory. Wow is Begala a whiz. He worked for Yitzhak Herzog, who lost; and he wrote back in part: Just as patterns of immigration are moving the US left, patterns of immigration are moving Israel right. I have never seen anything like Bibi’s furious surge to the right in the last 4 days. Nothing like it in America. He had robo-calls calling the President “Hussein Obama, the Muslim,” he had ads saying the Arabs will vote in droves. He accused Herzog of wanting to divide Jerusalem. Bibi did not win because of Iran. He won because of race. He cannibalized the smaller parties on the right: Bennett’s Jewish Home lost 4 seats, Shas lost 4 seats, Lieberman’s party lost 5 seats, United Torah lost 1. That is a 14 seat decline on the right. Bibi gained 10… All the smart guys in Tel Aviv thought Bibi was having a nervous breakdown. In the US you could never get away with those kind of racist appeals. But, man, did it work.
  • There’s really only one thing to say about this email. Begala is on television all the time slashing Donald Trump. Has he ever told American audiences that Benjamin Netanyahu is a racist in a way that no American politician could be? Not even Trump? And Israel is a place of creeping fascism (as Moshe Ya’alon and Yair Golan have explained)? Begala doesn’t say that because of emails 1 and 2 in this post; “Bibi” is necessary for the maintenance of the American establishment as it now stands. And President Clinton has promised: “I would also invite the Israeli prime minister to the White House in my first month in office.” Another leaked email says that Clinton says reaching out to Netanyahu, I mean Bibi, is “near the top” of her list of priorities. I wonder why.

According to The Post, Netanyahu asked the group to help Israel stay out of the International Criminal Court. Netanyahu told reporters that the U.S. should put in perspective the attacks from Hamas, saying, “Let’s imagine your country was attacked by 3,500 rockets.” “The prime minister asked us to work together to ensure that this strategy of going to the ICC does not succeed,” Israel told The Post by phone from Tel Aviv. Israel continued, saying Netanyahu “wants the U.S. to use all the tools that we have at our disposal to, number one, make sure the world knows that war crimes were not committed by Israel, they were committed by Hamas.   • Israel and the occupied Palestinian territories have been convulsed by a wave of escalating violence in recent days. The lethal tensions ratcheted up sharply last Thursday when a married couple, Jewish settlers from Neria in the northern West Bank, were shot and killed in a car in front of their four children near Beit Furik, allegedly by members of a five-man Hamas cell who were subsequently arrested. Two more Israelis were stabbed and killed in Jerusalem’s Old City on Saturday by a Palestinian youth, who was shot dead at the scene. On Sunday, an 18-year-old Palestinian was shot dead by Israeli forces in clashes near the West Bank town of Tulkarem. The mounting friction has seen attacks by settlers on Palestinians, clashes between Palestinians and Israeli security forces and attempted attacks continue. On Wednesday. there were incidents in Jerusalem, where a Palestinian woman stabbed an Israeli man who then shot and seriously wounded her in the Old City, the southern Israeli city of Kiryat Gat, where a Palestinian was killed after reportedly trying to seize a gun from a soldier and stabbing him, and when a female Israeli settler’s car was stoned near Beit Sahour, which adjoins Bethlehem, in an incident in which it appears other settlers fired on Palestinians, seriously injuring a youth.
  • On the Palestinian side, anger escalated earlier this week after a 13-year-old boy in Bethlehem’s Aida refugee camp was shot and killed by an Israeli sniper in an incident the Israeli military has claimed was “unintentional” as soldiers were aiming at another individual.
  • Jerusalem has remained tense now for almost a year. Most analysts blame the recent heightened tension on several factors. Key among them has been the issue of the religious site in Jerusalem known to Muslims as al-Haram al-Sharif, or the Noble Sanctuary, and Jews as the Temple Mount. A long-running campaign by some fundamentalist Jews and their supporters for expanding their rights to worship in the Al-Aqsa mosque compound on the Temple Mount, supported by rightwing members of Israeli prime minister Binyamin Netanyahu’s own cabinet, has raised the suspicion – despite repeated Israeli denials – that Israel intends to change the precarious status quo for the site, which has been governed under the auspices of the Jordanian monarchy since 1967.

  • Part of the problem is the leadership on both sides. Netanyahu leads a rightwing/far-right coalition with the smallest of majorities. Several cabinet ministers support the settler movement and have publicly criticised him for not cracking down harder on Palestinian protest. Netanyahu’s weakness is reflected on the Palestinian side, where the ageing Abbas is seen as isolated, frustrated and increasingly out of step with other members of the Palestinian leadership, who would like a tougher line against Israel over continued settlement building and the absence of any peace process.
  • In his recent speech to the UN general assembly, Abbas went further than he had ever done before in threatening to end what he claims is Palestine’s unilateral adherence to the Oslo accords, which he said Israel refuses to honour. “We cannot continue to be bound by these signed agreements with Israel and Israel must assume fully its responsibilities of an occupying power,” he said. Abbas, however, stopped short of ending security cooperation between Israel and Palestinian security forces – mainly aimed at Hamas on the West Bank – and asked the UN for international protection. His speech at the United Nations has been seen as a move to placate growing discontents in Palestinian society. Both Abbas and Netanyahu are now both engaged in a delicate balancing act, trying to avoid further escalation that would be detrimental to both while trying not to lose the support of key constituencies. On Abbas’s side, that has meant ordering Palestinian factions and security forces to desist from joining the conflict, while on Netanyahu’s side it has seen numerous warnings of harsh measures – many of which have been repeatedly announced.
  • Nentanyahu does not want to risk a position where Abbas ends security cooperation and in the local jargon “hands back the keys” – in other words revokes the Oslo accords and insists on Israel once again taking full responsibility for administering the occupied territories. For his part, Abbas is said to see a limited popular uprising as useful because of the message it delivers to both Israel and the international community of the mounting risks of a moribund peace process and how serious things could become if security cooperation were to end.
  • At the end of the last round of the peace process last year, US diplomats warned about this potential outcome and Washington has largely withdrawn from a guiding role, exhausted by the lack of progress and frustrated with Netanyahu. Despite the Palestinian desire for a new multilateral international approach, it has failed to materialise as have any US guarantees to Abbas that they intend to advance the peace process. While Syria, migration and Russia are preoccupying western governments, Israel and Palestine have been largely left to their own devices.
  • Flare-ups of violence have a habit of coming and going but hopes that this one is coming to an end appear premature for now. However, the likelihood of the current violence fading away still remains the strongest bet. The biggest risk is a miscalculation by either side, which is out of the hands of either leader, that would alter the dynamics. Individuals on both sides have led some of the worst attacks: Jewish extremists in the summer burning three members of a Palestinian family to death, and “lone wolf attacks” launched by Palestinians angry about al-Aqsa and other issues. With neither side having a clear exit strategy, there is a risk is that Netanyahu and Abbas are being led by events rather than leading.

    What's remarkable here is that Obama has apparently ratcheted down his fear of the Israel Lobby. But it's not as though Mr. Netanyahu was not warned that the world would see Israel as responsible if it blew up the Kerry-brokered negotiation between Israel and Palestine. Israel did blow it up by not delivering the last shipment of Palestinian prisoners required by the pre-negotiation agreement, attempting to gain further concessions using their release as leverage.  Palestine responded by joining a large number of U.N. treaty organizations and was thus recognized by most nations on the planet as a nation: a critically important move, because it is recognition by other nations as a nation that qualifies Palestine as a full-fledged U.N. member rather than an observer state, an application Palestine can now make at the time of its choosing. That is also important because Palestine is now positioned to join the Rome Convention that created the International Criminal Court, providing Palestine with legal standing to file war crime charges against high Israeli officials that would then obligate the Court to investigate. Palestine is holding back on that move, using it as bargaining leverage on the world stage.   Palestine also responded by forming a coalition "unity" government with Hamas, the political party that nominally rules the Gaza strip, the world's largest open-air concentration camp. At Israel's request, the U.S. had several years ago designated Hamas as a terrorist organization. But that was a purely political move. It seems that the political situation has changed. Obama is pivoting out of the Mideast as he performs his ballyhooed "pivot to Asia," which is actually a pivot to contain Russia that isn't working and a pivot to subjugate Africa and its huge store of untapped natural resources, including lots of oil. Instead it would be left to Secretary of State John Kerry, one of Mr. Netanyahu’s only remaining friends in the administration, and to Pentagon officials who handle the close military alliance with Israel. “The president is a pretty pragmatic person and if he felt it would be useful, he will certainly engage,” said a senior administration official, who asked not to be identified while discussing Mr. Obama’s opinions of Mr. Netanyahu. “But he’s not going to waste his time.”

Mr. Kerry and Mohammad Javad Zarif, the Iranian foreign minister, are continuing talks in Lausanne, Switzerland, this week with the goal of reaching an agreement by the end of the month.
  • “We do think we’re going to get something,” one senior administration official said. He noted, pointedly, “We are backed by the P-5 plus 1” — using the diplomatic moniker for Britain, France, Russia, China and Germany, and the United States. Hillary Clinton, With Little Notice, Vows to Embrace an Extremist Agenda on Israel - 0 views

  • Photo: Alex Brandon/APFormer President Bill Clinton on Monday met in secret (no press allowed) with roughly 100 leaders of South Florida’s Jewish community, and, as the Times of Israel reports, “He vowed that, if elected, Hillary Clinton would make it one of her top priorities to strengthen the U.S.-Israel alliance.” He also “stressed the close bond that he and his wife have with the State of Israel.” It may be tempting to dismiss this as standard, vapid Clintonian politicking: adeptly telling everyone what they want to hear and making them believe it. After all, is it even physically possible to “strengthen the U.S.-Israel alliance” beyond what it already entails: billions of dollars in American taxpayer money transferred every year, sophisticated weapons fed to Israel as it bombs its defenseless neighbors, blindly loyal diplomatic support and protection for everything it does? But Bill Clinton’s vow of even greater support for Israel is completely consistent with what Hillary Clinton herself has been telling American Jewish audiences for months. In November, she published an op-ed in The Forward in which she vowed to strengthen relations not only with Israel, but also with its extremist prime minister, Benjamin Netanyahu.
  • Her comments on Israel have similarly contained implicit criticisms of Obama’s foreign policy: namely, that he has created or at least allowed too much animosity with Netanyahu. In her Forward op-ed, she wrote that the Israeli prime minister’s “upcoming visit to Washington is an opportunity to reaffirm the unbreakable bonds of friendship and unity between the people and governments of the United States and Israel.” She pointedly added: “The alliance between our two nations transcends politics. It is and should always be a commitment that unites us, not a wedge that divides us.” And in case her message is unclear, she added this campaign promise: “I would also invite the Israeli prime minister to the White House in my first month in office.” Last month, Clinton wrote an even more extreme op-ed in the Jewish Journal, one that made even clearer that she intends to change Obama’s policy to make it even more “pro-Israel.” It begins: “In this time of terrorism and turmoil, the alliance between the United States and Israel is more important than ever. To meet the many challenges we face, we have to take our relationship to the next level.”
  • “With every passing year, we must tie the bonds tighter,” she wrote. Tie those bonds tighter. Thus: As part of this effort, we need to ensure that Israel continues to maintain its qualitative military edge. The United States should further bolster Israeli air defenses and help develop better tunnel detection technology to prevent arms smuggling and kidnapping. We should also expand high-level U.S.-Israel strategic consultations. As always, there is not a word about the oppression and brutality imposed on Palestinians as part of Israel’s decadeslong occupation. She does not even acknowledge, let alone express opposition to, Israel’s repeated, civilian-slaughtering bombing of the open-air prison in Gaza. That’s because for Clinton — like the progressive establishment that supports her — the suffering and violence imposed on Palestinians literally do not exist. None of this is mentioned, even in passing, in the endless parade of pro-Clinton articles pouring forth from progressive media outlets.

  • Clinton partisans — being Clinton partisans — would, if they ever did deign to address Israel/Palestine, undoubtedly justify Clinton’s hawkishness on the ground of political necessity: that she could never win if she did not demonstrate steadfast devotion to the Israeli government. But for all his foreign policy excesses, including on Israel, Obama has proven that a national politician can be at least mildly more adversarial to Israeli leaders and still retain support. And notably, there is at least one politician who rejects the view that one must cling to standard pro-Israel orthodoxy in order to win; just yesterday, Donald Trump vowed “neutrality” on Israel/Palestine. As I noted a couple of weeks ago, Clinton advocates are understandably desperate to manufacture the most trivial controversies because the alternative is to defend her candidacy based on her prior actions and current beliefs (that tactic was actually pioneered by then-Clinton operative Dick Morris, who had his client turn the 1996 election into a discussion of profound topics such as school uniforms). If you were a pro-Clinton progressive, would you want to defend her continuous vows to “strengthen” U.S. support for the Netanyahu government and ensure that every year “we must tie the bonds tighter”?

ICC Threats: Worst-Case Scenario for Israel and PA - Global Agenda - News - Arutz Sheva - 0 views

  • Abbas pledged to join the ICC and lodge charges against Israel there. On Wednesday evening he took the first step, signing the request along with applications to join 20 other international conventions during a meeting broadcast live on PA television, despite US criticism. Speaking to Arutz Sheva, Shurat Hadin legal center's director Nitsana Darshan-Leitner said that if Abbas follows through on his threats, the PA's case would likely center around alleged war crimes committed by the IDF during the past summer's war with Gazan terrorists, as well as "settlement-building" - a euphemism for any Jewish communities built in Judea, Samaria, and large parts of Jerusalem. The veteran attorney and legal campaigner warns that if such a case is launched the prospects for Israel are bleak. "Israel will of course try to defend itself, but chances are they will lose. And if they lose and they're convicted for war crimes, it would be a game-changer. It would drop Israel to the bottom tier internationally," she said.
  • The ICC has faced serious criticism over the years for only focusing on "third-world" countries, and particularly the African continent, (since its founding in 1998 all eight cases handled by the ICC have been in African states,) and there is heavy pressure for the court to also try a "western" or allied country as well to dispel those allegations. "They need to take a different type of case, and they would gladly take upon themselves the Arab-Israeli conflict... it's a more interesting and sexier issue to be involved with, and there is tremendous pressure from countries all over the world for the court to get involved." Despite that pressure, until now the ICC has been unable to get involved due to a lack of jurisdiction.
  • But could the move be a blessing in disguise, providing Israel with an opportunity to decisively knock down the many allegations against it in the international arena - including both the legality of "settlements" and alleged war crimes - once and for all? "No, this is a biased court," Darshan-Leitner answers bluntly. "Of course Israel will bring international legal experts and explain why the territories (Judea-Samaria) are only disputed, not occupied, and how Jordan never had a right to them in the first place, for example - but Europe, and many other countries, have a different perspective," and it's from that political perspective that the ICC will analyse the case. "Once Israel is charged with war crimes it's the 'end of the game' - that's why Israel should do whatever it can not to be charged." If found guilty, "Israel would have to extradite to the court those individuals or officials, IDF commanders, etc, who will be individually charged for war crimes. Israel will obviously refuse to do so - Israel is not insane, so it's not going to extradite its own people to be blamed for war crimes - and then as a result Israel will be sanctioned... then there will be a real boycott against Israel from the court's member states.

  • Indeed, Shurat HaDin has already threatened a "tsunami" of prosecutions if the PA chooses to file charges against Israel at the ICC. The NGO has already made good on its threats following unilateral actions by the PA in recent months, launching charges against Mahmoud Abbas himself as well as Hamas's Qatar-based terror chief Khaled Meshaal - both of whom are Jordanian citizens and thus already covered by the ICC's jurisdiction. Should the PA succeed in joining the Court, Shurat HaDin is already preparing a long list of other Palestinian leaders to target with a wide range of charges. "It could be crimes committed during the Intifada against Israelis - all the suicide bombings, all the drive-by shooting attacks. All the heads of the different armed factions have superior liability over what was done by their forces," Darshan-Leitner explains. "And there are also crimes committed against the Palestinian people themselves," from torture to public executions and the use of human shields, she adds. But won't the ICC just dismiss such cases for the same political reasons she cited?
  • "Nobody knows for sure - and that's why it's a deterrent for the Palestinians, because they don't know how the court will take these cases. I find it hard to believe though that the court would agree to prosecute Israel and not the Palestinians." But she cautions that, even though Palestinian leaders will also likely end up in the dock, it wouldn't undo the damage done to Israel. Short of coaxing the Palestinian Authority back to the negotiating table, the only way to stave off an ICC prosecution would be via a combination of threats of counter-prosecution, and concerted political pressure. "The US has threatened to cut all funding to the PA and even UNRWA if they go through with such a move, and obviously Israel will cut off all funding as well," she notes. "And the Palestinian Authority relies almost entirely on American and Israeli funding." The many vocal backers of the PA such as Arab states and the European Union have a poor track record of coughing up the goods, "so if that happens it will essentially collapse." With those considerations in mind, an ICC prosecution is Abbas's "weapon of last resort." And it appears the only real deterrent Israel currently holds in the threat of mutually-assured destruction.

Before the interim deal was made public, Mr. Dermer gave lawmakers Israel’s analysis: The U.S. offer would dramatically undermine economic sanctions on Iran, according to congressional officials who took part. After learning about the briefings, the White House dispatched senior officials to counter Mr. Dermer. The officials told lawmakers that Israel’s analysis exaggerated the sanctions relief by as much as 10 times, meeting participants said.
  • When the next round of negotiations with Iran started in Switzerland last year, U.S. counterintelligence agents told members of the U.S. negotiating team that Israel would likely try to penetrate their communications, a senior Obama administration official said. The U.S. routinely shares information with its European counterparts and others to coordinate negotiating positions. While U.S. intelligence officials believe secured U.S. communications are relatively safe from the Israelis, they say European communications are vulnerable. Mr. Netanyahu and his top advisers received confidential updates on the Geneva talks from Undersecretary of State for Political Affairs Wendy Sherman and other U.S. officials, who knew at the time that Israeli intelligence was working to fill in any gaps. The White House eventually curtailed the briefings, U.S. officials said, withholding sensitive information for fear of leaks. Current and former Israeli officials said their intelligence agencies can get much of the information they seek by targeting Iranians and others in the region who are communicating with countries in the talks. In November, the Israelis learned the contents of a proposed deal offered by the U.S. but ultimately rejected by Iran, U.S. and Israeli officials said. Israeli officials told their U.S. counterparts the terms offered insufficient protections.
  • U.S. officials urged the Israelis to give the negotiations a chance. But Mr. Netanyahu’s top advisers concluded the emerging deal was unacceptable. The White House was making too many concessions, Israeli officials said, while the Iranians were holding firm. Obama administration officials reject that view, saying Israel was making impossible demands that Iran would never accept. “The president has made clear time and again that no deal is better than a bad deal,” a senior administration official said. On Jan. 21, House Speaker John Boehner (R., Ohio) announced Mr. Netanyahu would address a joint meeting of Congress. That same day, Mr. Dermer and other Israeli officials visited Capitol Hill to brief lawmakers and aides, seeking a bipartisan coalition large enough to block or amend any deal. Most Republicans were already prepared to challenge the White House on the negotiations, so Mr. Dermer focused on Democrats. “This deal is bad,” he said in one briefing, according to participants.
  • A spokesman for the Israeli embassy in Washington, Aaron Sagui, said Mr. Dermer didn’t launch a special campaign on Jan 21. Mr. Dermer, the spokesperson said, has “consistently briefed both Republican and Democrats, senators and congressmen, on Israel’s concerns regarding the Iran negotiations for over a year.” Mr. Dermer and other Israeli officials over the following weeks gave lawmakers and their aides information the White House was trying to keep secret, including how the emerging deal could allow Iran to operate around 6,500 centrifuges, devices used to process nuclear material, said congressional officials who attended the briefings. The Israeli officials told lawmakers that Iran would also be permitted to deploy advanced IR-4 centrifuges that could process fuel on a larger scale, meeting participants and administration officials said. Israeli officials said such fuel, which under the emerging deal would be intended for energy plants, could be used to one day build nuclear bombs. The information in the briefings, Israeli officials said, was widely known among the countries participating in the negotiations. When asked in February during one briefing where Israel got its inside information, the Israeli officials said their sources included the French and British governments, as well as their own intelligence, according to people there.
  • “Ambassador Dermer never shared confidential intelligence information with members of Congress,” Mr. Sagui said. “His briefings did not include specific details from the negotiations, including the length of the agreement or the number of centrifuges Iran would be able to keep.” Current and former U.S. officials confirmed that the number and type of centrifuges cited in the briefings were part of the discussions. But they said the briefings were misleading because Israeli officials didn’t disclose concessions asked of Iran. Those included giving up stockpiles of nuclear material, as well as modifying the advanced centrifuges to slow output, these officials said. The administration didn’t brief lawmakers on the centrifuge numbers and other details at the time because the information was classified and the details were still in flux, current and former U.S. officials said. Unexpected reaction The congressional briefings and Mr. Netanyahu’s decision to address a joint meeting of Congress on the emerging deal sparked a backlash among many Democratic lawmakers, congressional aides said.

Joe Manchin, a West Virginia Democrat, who said he told Mr. Dermer it was a breach of protocol for Mr. Netanyahu to accept an invitation from Mr. Boehner without going through the White House. Dianne Feinstein of California, the top Democrat on the SenateIntelligence Committee, at her Washington, D.C., home. He pressed for her support because he knew that she, too, was angry about Mr. Netanyahu’s planned appearance. Ms. Feinstein said afterward she would oppose legislation allowing Congress to vote down an agreement.

It was endless. Israel is a brave democracy, a light unto the nations, a miracle, its “prowess in war” is “inspiring,” and we must take the US-Israel relationship to the “next level.”
  • Just as the Republican candidates had attacked Boycott, Divestment and Sanctions movement (BDS) at the Republican Jewish Coalition last week, Clinton said that BDS was hurting the U.S.’s ability to fight terrorism. This is language straight out of Benjamin Netanyahu’s office. Speaking of Netanyahu, Clinton was asked by Saban what she would do on her first day in office and she said dutifully: on the first day I would extend an invitation to the Israeli prime minister to come to the United States hopefully within the first month, certainly as soon as it could be arranged to do exactly what I briefly outlined. To work toward very much strengthening and intensifying our relationship on military matters, on terrorism and on everything else that we can do more to cooperate on that will send a strong message to our own peoples as well as the rest of the world. So that is on my list for the first day. Here are more incredible pander quotes.
  • The boycott movement against Israel is making our alliance with Israel “more indispensable than ever”. Here is where she suggests that BDS is hurting US efforts to fight terrorism: In this period of period of peril, Israel needs a strong America by its side, and America needs a strong and secure Israel by our side. It’s in our national interest to have an Israel that remains a bastion of stability and a core ally in a region in chaos. An Israel strong enough to deter its enemies, and strong enough to take steps in the pursuit of peace. We need a brave democracy whose perseverance and pluralism are a rebuke to every extremist and tyrant. We need a light unto the nations as darkness threatens. Today three trends in the region and the world are converging and making our alliance with Israel more indispensable than ever. The first is a rising tide of extremism across a wide arc of instability, from North Africa to South Asia. The second is Iran’s continued aggression. The third is the growing effort to delegitimize Israel on the world stage. America and Israel need to address these threats together. We must take an already strong relationship to the next level. We have to develop a common, strategic vision and pursue a coordinated approach, deepen our cooperation and consultation across the board.

  • Why is fighting BDS an American interest? Clinton never says, though she links the movement with anti-Semitism globally. As Secretary of State I called out systemic structural anti-Israel basis at the UN and fought to block the one sided Goldstone report particularly at a time when anti-semitism is on the rise across the world especially in Europe. We need to repudiate efforts to malign and undermine Israel and the Jewish people. The boycott, divestment and sanctions  movement known as BDS is the latest front in this battle. Demonizing Israeli scientists and intellectuals, even young students, comparing Israel to South African apartheid, now no nation is above criticism. But this is wrong and it should stop immediately.
  • And as for diplomacy, she says that no outside pressure should be brought on Israel: Some proponents of BDS may hope that pressuring Israel may lead to peace. Well that’s wrong too. No outside force is going to resolve the conflict between Israeli’s and Palestinian’s. Only a two state solution can provide Palestinian’s independence, sovereignty and dignity and provide Israelis the secure and recognized borders of a democratic Jewish state.

Clinton knows that the Democratic base doesn’t care about Israel: With every passing year we must tie bonds tighter, reach out to the next generation to bring them with us and do the hard necessary work of friendship because there is a new generation in both countries today that does not remember that shared past… Ben Gurion once said, “In Israel, in order to be a realist you must believe in miracles.” Well, tonight is the first night of Hanukah and the Jewish people and Israel and all over the world praise the almighty for the miracles, for the redemption, for the mighty deeds, for the saving acts. This season and this moment in history is a time once again for mighty deeds and saving acts. For us to rededicate and renew our great alliance. For us once again to light candles of hope that will shine through the darkness for our peoples and all peoples if we do it together. So Clinton is completely flouting the Democratic base. Because she feels secure inside the party on this issue. Imagine if she insulted Black Lives Matter in the way she’s insulting Palestinian-Americans and Arab-Americans. There would be an uprising in her own base. I have to believe that uprising will come on this issue too. As it is, Clinton is using fear to try and strengthen the U.S. Israel relationship even more.

Israeli forces withdraw from Gaza - Middle East - Al Jazeera English - 0 views

  • Humanitarian truce brokered by Egypt holds in Palestinian enclave as both sides agree to take part in indirect talks.

    Indirect negotiations to begin in Cairo today and this time, Israel has agreed to participate. The success of the negotiations depends, in my opinion, on how hard the U.S. is willing to push Israel. Obviously, Obama has pushed harder in the last few days because Israel is not boycotting the negotiations and is pulling its troops out of Gaza and Turkey's determination to deploy its Navy to end the Israeli naval blockade of Gaza. Israel boycotted the last negotiations held a couple of days ago in Cairo and immediately broke the cease-fire that Egypt had arranged. Israel has run up a trial balloon for the U.N. to take over administration of Gaza but I think it unlikely that the Palestinians would agree to that without U.N. peacekeeping forces stationed there with authorization to respond militarily if Israel maintains or reinstates its blockade of Gaza or invades again. It bears notice that Israel pulled off a propaganda coup by convincing western mainstream media that the tunnels from Gaza to Israel were created for purposes of terrorist attacks in Israel. In fact, the tunnels were built to smuggle supplies into Gaza, which has been blockaded since 2007. That Israel has now destroyed 32 of those tunnels only cranks up the humanitarian crisis in Gaza, which now has a drastically reduced ability to bring in critical foodstuffs and medical treatment supplies. Massive tunnel destruction has also been done by the Egyptian government on the southern Gaza border, so the Gaza situation is now desperate.  Hopefully, the Turkish military's announced plan to guard a convoy of ships to deliver humanitarian aid to Gaza happens very soon.  But note that this truce is only for 72 hours. I think it very likely that Hamas will resume rocket attacks on Israel at the end of that period unless massive humanitarian aid reaches Gaza before the end of that period.

Netanyahu scandals reflect corruption at the heart of Israeli society - Mondoweiss - 0 views

  •       Israeli prime minister Benjamin Netanyahu is in danger of being brought down, possibly soon, over what initially appears to be little more than an imprudent taste for Cuban cigars and pink champagne. In truth, however, the allegations ensnaring Netanyahu reveal far more than his personal flaws or an infatuation with the high life. They shine a rare light on the corrupt nexus between Israel’s business, political and media worlds, compounded by the perverse influence of overseas Jewish money. Of the two police investigations Netanyahu faces (there are more in the wings), the one known as Case 1000, concerning gifts from businessmen worth hundreds of thousands of dollars, is most likely to lead to his downfall. But it is the second investigation, Case 2000, and the still-murky relationship between the two cases, that more fully exposes the rot at the heart of Israel’s political system. This latter case hinges on a tape recording in which Netanyahu plots with an Israeli newspaper tycoon to rig media coverage in his favor. Leads from both cases suggest that Netanyahu may have been further meddling, together with his billionaire friends, in the shadowy world of international espionage.
  • Netanyahu’s appetite for a free lunch has been common knowledge in Israel since his first term as prime minister in the late 1990s. Then, he was twice investigated for fraud, though controversially charges were not brought in either case. Police discovered along the way that he and his wife, Sara, had horded many of the gifts he received during state visits. More than 100 were never recovered. The clarifications that were issued more than 15 years ago, as a result of those investigations, make it hard for Netanyahu to claim now that he did not understand the rules. According to justice ministry advice in 2001, government and state officials cannot keep gifts worth more than $100 without risking violating Israeli law. The gifts Netanyahu received from one of the Israeli businessmen involved in Case 1000, Hollywood film producer Arnon Milchan, amounted to as much as $180,000. Netanyahu has argued that these presents, ranging from cigars to jewelry, were expressions of a close friendship rather than bribes to him in his capacity as prime minister. The problem, however, is that Netanyahu appears to have reciprocated by using his position as head of the Israeli government to lobby John Kerry, the then U.S. secretary of state, to gain Milchan a 10-year U.S. residency visa. He may have done more.
  • Also being investigated are his family’s ties to a friend of Milchan’s, Australian billionaire James Packer, who made his fortune in the media and gambling industries. Packer has similarly lavished gifts on the Netanyahu family, especially Yair, Netanyahu’s eldest son. At the same time, Packer, now a neighbor of the Netanyahus in the coastal town of Caesarea, has been seeking permanent residency and the enormous benefits that would accrue with tax status in Israel. As a non-Jew, Packer should have no hope of being awarded residency. There are suspicions that Netanyahu may have been trying to pull strings on the Australian’s behalf. Many of these gifts were apparently not given freely. The Netanyahus asked for them. Indicating that Netanyahu knew there might be legal concerns, he used code words – “leaves” for cigars and “pinks” for champagne – to disguise his orders to Milchan. Police are reported to be confident, after questioning Netanyahu three times, that they have enough evidence to indict him. If they do, Netanyahu will be under heavy pressure to resign.

  • Yossi Cohen was appointed head of the Mossad a year ago, after a government vetting committee accepted that he had no personal ties to Netanyahu. But Cohen forgot to mention that he is extremely close to Netanyahu’s high-flying friends – connections that are now under investigation. Milchan set up a global security firm in 2008 called Blue Sky International, stuffed with Israeli security veterans. Packer soon became a partner. They developed close ties to Cohen, first while he was a senior official at the Mossad and later when he headed Israel’s national security council. Before Cohen was appointed head of Mossad in December 2015, the pair had hoped to recruit him to their cyber-security operations. Cohen received several gifts from Packer, in violation of Israeli government rules, including a stay at one of his luxury hotels. A source speaking to Haaretz said Blue Sky had “more than [a] direct line” to Netanyahu. They “would pull him out from anywhere, at any time, on any occasion.” According to Haaretz’s military analyst, Amir Oren, the new disclosures raise serious questions about whether Milchan and Packer twisted Netanyahu’s arm to parachute Cohen into the post over the favored candidate. In return, Packer may have been hoping that Cohen would authorise exceptional Israeli residency for him, classifying him as a security asset.
  • From Hollywood to Mossad Cases 1000 and 2000 share at least one figure in common. Milchan gave Netanyahu extravagant gifts over many years, but he is also reported to have acted as go-between, bringing arch-enemies Netanyahu and Mozes together. Milchan has his own financial stake in the media, in his case a holding in the Channel 10 TV station. In addition, Milchan introduced Netanyahu to sympathetic businessmen, including his friend Packer, to discuss taking the ailing Yedioth media group off Mozes’ hands. Only last October he arranged for media mogul Rupert Murdoch’s son, Lachlan, to fly to Israel for one night for a secret meeting with Netanyahu. Milchan is undoubtedly at the centre of the shadowy world of power and finance that corrupts public life in Israel. Not only is Milchan a highly influential Hollywood figure, having produced more than 100 films, but he has admitted that he is a former Mossad agent. He used his Hollywood connections to help make arms deals and secure parts for Israel’s nuclear weapons program. One can only wonder whether Milchan was not effectively set up in his Hollywood career as a cover for his Mossad activities. But Milchan, it seems, is still wielding influence in Israel’s twilight world of security.
  • eyond this, one one can only speculate about how Cohen’s indebtedness to Milchan, Packer and Netanyahu might have influenced his decisions as head of the Mossad. It was only a few years ago that the former Mossad chief, Meir Dagan, was reported to have wrestled furiously with Netanyahu to stop him launching a military strike on Iran. Prosecution drags feet It is unclear for the time being whether the revelations are drawing to a close or will lead deeper into Israel’s twin netherworlds of financial corruption and security. But what has emerged so far should be enough to finish off Netanyahu as prime minister. Whether it does so may depend on the extent of Israel’s compromised legal system. Attorney general Avichai Mendelblit was appointed by Netanyahu and is a political ally. He appears to have been dragging his feet as much as possible to slow down the police investigation, if not sabotage it. But the weight of evidence is looking like it may prove too overwhelming. As political analyst Yossi Verter observed: “There’s no way that a police commissioner … appointed [by Netanyahu] and a cautious attorney general, who in the past was part of his close circle and one of his loyalists, would be putting him through the seven circles of hell if they weren’t convinced that there’s a solid basis for indictment and conviction.” The next question for Netanyahu is whether he will step down if indicted. He should, if Olmert’s example is followed. But his officials are citing a 1993 high court ruling that allows a cabinet minister under indictment to remain in office. Certainly if Netanyahu chooses to stay on, his decision would be appealed to the court again. However, the judges may be reluctant to oust a sitting prime minister. The court of public opinion is likely to be decisive in that regard. A recent poll shows few Israelis believe Netanyahu is innocent of the allegations. Some 54 per cent think he broke the law, while only 28 believe him. Opinion, however, is split evenly on whether he should resign.
  • If past experience is any measure, Netanyahu will try to turn public opinion his way by increasing friction with the Palestinians and exploiting the international arena, especially his relations with the Trump administration. He may be expected to encourage Trump at the very least to posture more stridently against Iran. Nonetheless, most observers assume Netanyahu is doomed – it is simply a matter of when. The odds are on an indictment in late spring, followed by elections in the fall, say Israeli analysts. At this stage, none of his political rivals wants to be seen stabbing Netanyahu in the back. Most are keeping quiet. But behind the scenes, political leaders are hurrying to forge new alliances and extract political concessions while Netanyahu is wounded.

That could prove the final straw, sealing Netanyahu’s fate.

Israel's Raid On Syria, Russia Enters The Fray - 0 views

  • The Russians have now formally confirmed earlier media reports that following the Israeli air raid on Syria on Friday the Israeli ambassador in Moscow was called in to the Russian Foreign Ministry to be handed a stern lecture and a stiff protest. Moscow’s confirmation of the Russian protest to Israel, and the fact that the Israeli ambassador was summoned to the Russian Foreign Ministry within hours of the raid taking place, shows how seriously the Russians are treating this incident. What is most interesting – and worrying – about this incident is not whether or not an Israeli aircraft was shot down.  The Syrians regularly claim to have shot down Israel aircraft, and the Israelis equally regularly deny this was the case.  The Syrians have provided no evidence of any Israeli aircraft being shot down, and it is unlikely one was.
  • Rather what is worrying about this incident is that the Syrians claim that the air raid targeted Syrian military facilities near Palmyra – deep inside Syria – and that the Syrians were sufficiently concerned about the air strike that they in turn attempted to shoot the Israeli aircraft down whilst they were flying over Israeli territory.
  • The Israelis have not admitted that the target of the strike was near Palmyra.  However they have not denied it either, and unofficial reports from Israel suggest the target of the strike was in fact Syria’s Tiyas or T4 air base, which is located in the general area of Palmyra.

  • The Russians for their part have never been known to call in the Israeli ambassador over an Israeli air raid in Syria at any time since Russia began its intervention in Syria in September 2015.  That they have done so in this case shows how seriously they are treating this incident. Lastly, the blustering response from the Israelis, with Netanyahu issuing thinly veiled warnings to Moscow and the Israelis bragging about their ability to destroy Syria’s air defenses and threatening to do so “without the slightest hesitation”, suggests that they are rattled, and that they have been taken by surprise and are alarmed by the Syrian and Russian response.
  • Contrary to some claims, the Tiyas air base has never been captured by ISIS or by any other Jihadi group, though ISIS did unsuccessfully attempt to capture it following its temporary capture of Palmyra last December. Tiyas is one of Syria’s biggest air bases, and was the base from which the Syrian army launched its counter-offensive which recaptured Palmyra a few weeks ago.  Tiyas is now providing critical support to the ongoing Syrian military offensive against ISIS, whose ultimate objective appears to be the relief of the besieged eastern desert city of Deir Ezzor. Unofficially, the Israelis always claim that their air strikes in Syria are intended to prevent weapons supplies to Hezbollah.  In this case unofficial claims are circulating in Israel that the air strike was intended to stop a handover of Scud missiles at the Tiyas air base by Syria to Hezbollah. This is on the face of it extremely unlikely.  There are no reports of Hezbollah fighters present in any number near Palmyra or at the Tiyas base, or of them being involved in the ongoing Syrian military offensive against ISIS.  It is anyway unlikely that the Syrians would use the Tiyas air base – close to the front line in the fight against ISIS and far away from Hezbollah’s bases in Lebanon – in order to supply Scud missiles to Hezbollah.  If the Syrians really were transferring such powerful weapons to Hezbollah, a far more likely place for them to do it would be Damascus. A far more natural explanation for the Israeli raid is that it was intended to disrupt the ongoing Syrian army offensive against ISIS, which relies heavily on smooth operation of the Tiyas air base.  This after all is what the Syrian military is quoted by SANA (see above) as saying was the reason for the raid “This blatant Israeli act of aggression came as part of the Zionist enemy’s persistence with supporting ISIS terrorist gangs and in a desperate attempt to raise their deteriorating morale and divert attention away from the victories which Syrian Arab Army is making in the face of the terrorist organizations.” There have been persistent reports throughout the Syrian war that Israel would prefer a Jihadi victory or even an ISIS victory in Syria to the restoration of the Syrian government’s full control over Syria.
  • The Syrian government’s major regional allies are Iran and Hezbollah, which Israel has come to see as its major enemies, so the possibility that Israel might wish to see the Syrian government defeated is not in itself unlikely.  Possibly rather than an outright Jihadi victory, which might cause Israel serious problems in the future, what some tough minded people in Israel want is an indefinite prolongation of the war, so as to tie down the Syrian military, Hezbollah and Iran, preventing them from challenging Israel. If that is indeed the thinking of some people in Tel Aviv, then it would explain the raid on the Tiyas air base.  It would however be an astonishingly reckless and cynical thing to do, to support an organisation like ISIS in order to disrupt the alliance between Syria, Iran and Hezbollah. Of course there is a widespread view that it was precisely in order to disrupt this alliance between Syria, Iran and Hezbollah that the Syrian war was launched in the first place.   Whether or not that is so, and whether or not Israel had any part in that, the Israelis now need to reconsider their stance.  On any objective assessment their tactic of providing discrete backing to ISIS and to the other Jihadi groups fighting the Syrian government is achieving the opposite of Israel’s interests. Instead of weakening or breaking the alliance between Syria, Iran and Hezbollah, the Syrian war has made it stronger, with Iran and Hezbollah both coming to Syria’s rescue, and Iraq increasingly cooperating with them in doing so.  The result is that Iran’s influence in Syria has grown stronger so that there is now even talk of Iran establishing a naval base in Syria, whilst Hezbollah is probably stronger than it has ever been before. The Syrian military is also becoming significantly stronger, with the incident of the raid showing that technical help from Russia has now made it possible for the Syrians to track and intercept Israeli aircraft over Israeli territory. The Syrian war has also caused Russia to intervene in Syria, making Russia a de facto ally of Syria, Iran and Hezbollah.
  • The result is that Russia is now busy establishing a massive air defense and military base complex in Syria, which for the first time has brought a military superpower with far greater technological and military resources than Israel’s own close to Israel’s border. The result is that for the first time in its history – apart from the brief period of the so-called War of Attrition (‘Operation Kavkaz’) of 1970 – Israel’s military dominance in the region of the region is being seriously challenged.  Already there are reports that the Russian air defence system in Syria is too advanced for the Israelis to defeat, and that the Russians have the ability to track every single Israeli aircraft that takes off in Israel itself. Lastly, the Russian protest to Israel on Friday shows that the Russians are prepared to speak up for Syria if it is being attacked or threatened.
